API/PNR - Future Systems to Fight a Global Pandemic? (Part 2)
The border community are in the frontline of the fight against the current global pandemic, and will be in any future pandemic scenario, in the post Coronavirus world. So how can the border better serve as the first line of defence for countries?
Judging by the reaction to our first webinar dedicated to the potential use of API and PNR to fight the spread of a global pandemic. This is a subject for which we have clearly only just scratched the surface.
So, we have decided to hold a second webinar on the same subject.
As we all know, the API and PNR systems are primarily designed for air travel. Nor are these systems ready to become a post corona intermodal tack and trace system to help control the spread of deadly viruses.
But they are perhaps a good place to start!
We could wait for every nation to set up their own trusted traveller programmes, but that would take far too long. We already have international obligations to share data via UN resolutions 2396 (2017) and 2178 (2014). And we already have systems developed to do it.
It could be said that travelling to other people’s countries is a privilege, not a right.
Given agreed standards of data protection, if a host country wants to know if a visitor is currently healthy, where they will be staying for the first ten days of their trip and wants their mobile phone number, is that a fair exchange?
And if a future track and trace system based on API and PNR were introduced, shouldn’t it also be applied to other modes of transport? For instance, the UK alone had 18.4 million sea passengers make short international journeys in 2019 and the number of passengers travelling via the Channel Tunnel was over 21.5 million.

llker joined IATA in early 2018. He has over 15 years of experience with Airline Passenger Service Systems (PSS). He has lead the implementation of a number of passenger data exchange systems (API, iAPI, PNR) between DCS (departure control systems) and passenger reservation systems in collaboration with airlines, airports, customs and government authorities and their providers.
In his capacity at IATA he is also the Secretary of the two Working Groups in charge of maintaining IATA Messaging Standards in relation to PNR and API data – PNRGOV and PAXLST.
Ilker is also responsible for the IATA API-PNR Toolkit and the World Tracker, where the implementation status for Passenger Data Exchange programs is monitored in a global scale.
Prior to joining OSCE, Cameron began his career with the Government of Canada in 2005, following graduation from the University of Victoria with an Honours Degree in Political Science (International Relations and European Integration) and History (Decolonization and Development).
He joined Canada Border Services Agency in 2007 as Head of International Relations for Europe, Africa and the Middle East where he focused primarily on supply chain security, passenger name record negotiations, counter-terrorism, customs intelligence networks and trade facilitation. During this stint he also participated in numerous joint operations with WCO targeting trafficking networks against illicit movement of cultural heritage, narcotics and firearms.
In 2015 Cameron transferred to the Department of Natural Resources where he led the US and Mexico Relations team. There he led the negotiations and implementation of the energy portion of the North American Clean Energy and Climate Change Agreement, announced at the North American Leaders Summit in 2016.
Following a short project-assignment at Agriculture Canada focused on building ASEAN trade relations, Cameron transferred to the Department of Canadian Heritage as the Deputy Director of International Partnerships and Trade Operations, where he coordinated the Department’s efforts to expand global creative industries trade.
Daan’s particular interest for European and international affairs led to numerous missions across Europe, the United States and Canada. Apart from being chair of the Informal Working Group PNR he was also a member of the evaluation committee for the EU - USA PNR Agreement and played an active role in the negotiations on the new ICAO (UN) PNR standards.
Prior to joining the Ministry of Home Affairs, Daan gained a Master of Science in Political Science from the Vrije Universiteit Brussel and an Advanced Master’s degree in European Public Administration from the Katholieke Universiteit Leuven. He started his career with a traineeship in the European Parliament.
In 2017 Simon was made a Member of the Order of the British Empire by HM The Queen for his services to border security.
Simon has been twice nominated as an Internet Hero at the UK Internet Industry Awards.
