The Finnish Border Guard chose Solita and Patria to deliver an operational border security information system to the Finnish Border Guard
The Finnish Border Guard conducted a competitive procurement process to select an application provider to develop the user applications for a new operational border security information system. The tender was won by the SPOT consortium formed by Solita and Patria. The estimated value of the procurement is 5–10 million euros.
The procurement method followed a negotiated procedure aimed at finding a provider capable of developing flexible and user-friendly applications for demanding use by security authorities. The contract was awarded to the SPOT consortium, comprising Solita Oy and Patria Aviation Oy. The estimated value of the procurement is 5–10 million euros. As part of the RAVALU III project, the operational information system for border security operations will be renewed between 2025 and 2027.
The newly signed agreement enables the renewal of the operational information system for border security operations, which has been in use by the Finnish Border Guard for many years. The new system will also utilize surveillance data produced by other operational projects of the Finnish Border Guard, such as modern technology from surveillance aircraft and patrol vessels that will be procured for the Finnish Border Guard.
“This project is extremely important and timely for the Finnish Border Guard. We will acquire up-to-date applications that meet the requirements of the security environment to maintain Border Guard’s situational awareness and manage field operations. We are confident that the consortium of Patria and Solita is both capable and strongly committed to implementing the project as agreed,” said Brigadier General Jari Tolppanen.
The procurement process included several rounds of negotiations. At the end of the tendering process, the capabilities of the development teams from the participating supplier candidates were also assessed.
“The negotiations clarified the upcoming development work for both the supplier and the client. During the negotiation rounds, a lot of important information was exchanged on both sides, enabling the client to refine the solutions and system requirements for the final request for proposal,” said Project Manager of the Finnish Border Guard Jarmo Vainikka.

The development of user applications will be carried out in collaboration with the Finnish Border Guard and the project integrator, 61N Solutions Oy. End-users from the Finnish Border Guard will be closely involved in the development process to ensure that regional needs are thoroughly addressed.
